What he didn’t expect was for him to launch a green beam from his hands, targeting a civilian. He expected him to turn around and try to fight Hawks directly. He didn’t look like a high profile villain, just a random shoplifter, so in this situation, Hawks expected the incident to be over.
He called a couple of sidekicks in to assist with possible casualties and went after the man who was running as fast as he could until he was circled by Hawks’ hardened feathers. Without having to think about it, Hawks sent his feathers after the man who was running with what he assumed to be a bag of cash, detaching just enough to be able to fly if he needed to. It didn’t take long before he saw a green light through the windows, followed by a person running away. Halfway through his patrol, he heard a scream, coming from a grocery store down the street. Guess the universe just didn’t want to give him a break. He would just send them out to do his bidding, take pictures with the people who recognised him on the street, sign a few autographs… Sure there would be the occasional thief or a few people needing help with groceries, or crossing the road, but nothing his feathers alone couldn’t handle. It was supposed to be a normal patrol, and by normal, he meant uneventful.
Stress was his default state but there was just so much a guy could take.
